Overall Responsibilities :
The Supply Chain Advisor, Malariawill be responsible for providing technical assistance to strengthen processes and the capacity ofkey stakeholders in Cameroon responsible for supply chain management of malaria commodities including the National Malaria Control Program, DPML, CENAME, RDPHs and RFHPsin conducting Forecasting and Supply Planning (FASP) to inform procurement and distribution to regions and districts.
Specific Responsibilities :
The Advisor will play an important role in supporting local counterparts to enhanceuseof data to pro-actively identify risks and guide decisions to avert disruption of commodities along the supply chain.
The Advisor will also be responsible foreffectively using data available across several national and global systems forannual quantification, quarterly supply planning and monthly data analysis.
S / he willfacilitate coordination meetings, workshops and technical working groups for quantification, supply planning, data quality and data validation, and data-driven actions.
The Advisor will support the development of guidelines and standard operating procedures, and training materials, participate in trainings and provide supervision andmentoring to foster local capacity strengthening.
The Advisor willfacilitate active functioningof FASP coordination mechanisms with different stakeholders, health programs, donors and implementing partners, and facilitate on-going active collaboration with key counterparts.
The Advisor will oversee a Customs Clearance Manager, Malaria based in Yaounde, and two Regional Supply Chain Specialists based in the PMI priority regions and who will provide 1) hands on support for the regional level quantification and distribution planning of Malaria commodities 2) on the ground technical assistance for Malaria supply chain specific activities such as seasonal malaria chemoprevention (SMC) campaigns, 3) implementation of RISE initiatives and 4) mentoring and supervision to regional funds and other regional and districts stakeholders.
QUALIFICATIONS
EDUCATION
Required :
Bachelor’s degree in a health-related fieldwith specialized training and / or experience onMalaria
Preferred :
Physician, pharmacist, or nurse qualification
EXPERI E NCE
Required :
7 + years of experience of overall supply chain system strengthening in Cameroon health systems.
3 to 5 yearshands on experience in conductinglong termquantification of health commodities.
At least 3years’ experience in Malaria health programs
KNOWLEDGE AND SKILLS
Extensive knowledge of the Cameroon health system particularly the health commodity supply chain systems and functions
Solid knowledge and hands on experience with supply chain management
Excellent data analytical skillsand statistical proficiency to analyze historical data, identify trends and use and present datato help make informed assumptions and data driven decisions,
Strong problem-solving skills to address forecasting inaccuracies and supply chain disruptions are required.
Proficiency or training in using forecasting software / tools such as QAT, PipeLine, QuanTB, Quantimed is a must
Proven coordination, collaborationand interpersonal skills in building and coordinating among different teams
Proficiency in MS Suits particularly in MS-Excel, and other software packages such as quantification tools being used in the Cameroon health systems
Professional proficiency in French and English required.
